You really have to take context into effect when determining a SPR.
Regarding Lt Lamont, Crow's "She died!" is actually pointing out that the editors really boned the scene by having her in it just two minutes after she was killed. Had he said that at the time she was killed it would have been an actual SPR.
Likewise "His face is gone…" Yes, that's what's on screen, but it refers to the bad filming/developing which blew out the highlights in the scene.
The "com-pu-tor" riff in 0821 Time Chasers comes directly from 820 Space Mutiny where Captain Santa enunciated every syllable of 'computer' with precise dignity. (Probably to pad his screen time!)

Yes, my sense of a State Park Joke(tm) is that it's merely an observation on something true but not terribly relevant, and thus something like pointing out a continuity error wouldn't really count, nor would pointing out the nature of a cheesy prop if done with a bit of zing.
If not overdone, I actually find them endearing coming from Joel, because if you watch the old KTMAs he had a tendency to do that. In Gamera vs Barugon he reacts to one line by saying, "That makes no sense, what he just said," about three times.
Heh heh . . . I think that's also the one where he seemed genuinely worried by the file footage of Japanese Air Self Defence Force fighters. "Hey! They're not supposed to have those, are they?"

How about Josh reading the crawl/exposition of the earlier Commando Cody episodes? In the later few eps, he'd often read the first sentence straight, but then insert a joke based on what the second sentence said, but by my recollection, the first few episodes just had him reading what was on the screen with no spin on it whatsoever.
I am, however, baffled by Joel's "I've been eating more seafood" riff at the end of Hellcats. It's not a SPJ because it has nothing to do with what's going on in the movie, and I can only guess that the joke was an awkward "I'm not paying any attention to the movie because it's a mess" line. But the riff really did seem to be leading up to something and it just petered out.

I'd have to watch Hellcats again to see. I think we can classify Josh's reading as a State Park Monologue… As for "That makes no sense, what he said…" I really love that part. In one of the KTMA Gamera's, it's when the pilot wants to quit flying so he can learn more about flying. I think Joel's bewilderment is actually funnier than a "Sandy Frank… master of translation" joke would have been. It really gives the sense that Joel is really stuck up there in this horrible situation. It really should be a SPJ, but the delivery sort of almost moves it into true riff territory… I dunno.

Written on a page they're nothing, but somehow the delivery makes them hilarious. The Mightyjack line "It's Fritz and his blinking pinky ring!" is one example. One guy I was introducing to the show said after his first ep that what he loved was how our heroes were in character even during riffing. That may be the difference, something working in spite of what is said depending on how it's said. Maybe SPJ is what happens when that fizzles?

Would them noticing the tenpurature gauge in Fugitive Alien be like a state park joke? It's obvious, we all can see the misspelling, but them mentioning it made me laugh.

I'd say no, because it's a goof on the movie's part that's funny (for all that it's a very natural mistake for Japanese to make) but one that a viewer might easily miss. I guess the gist of the Human Duplicators joke's pointlessness is that the reaction is just kind of, "So what?" It's not really a goof on the movie's part or intrinsically funny.

Agreed. 'Tenperature' would probably have slipped right past me if they hadn't riffed it. And it's also a nice callback in a few other episodes.
