So, assuming the show is renewed this year, when will the new episodes actually premiere?
If I remember correctly, Season 11 started filming in spring 2016 and premiered on Netflix roughly a year later (April, 2017). So at the earliest, we should probably expect new episodes in 2019, right?

Pre-production for Season 11 began in January 2016, with filming from September-October.
I think a lot depends on how much work they opt to do ahead of the renewal. Joel has insinuated that the process of securing the rights for a new batch of films had already begun, so that is a time-saver. You'd want them to spend a lengthy amount of time on writing, of course, but in general it should take much less time to prepare the next season because they've built the mechanism, assembled the team and constructed the sets. I would say that if the show gets renewed by the end of the year, delivery of the episodes in late 2018 seems reasonable.

Writing/shooting/editing took 10 days total per episode for the old show. Pretty quick.
It'll all depend on if they can get everyone in the same room simultaneously to write and shoot an episode. If they have to work around dozens of people's schedules again, it'll take just as long as Season 11 (with the same hodgepodge results).

Shooting and editing took 10 days, if I'm remembering right from Kickstarter updates, writing started over the summer.
From what various writers have said, they basically submitted their scripts to Joel/Elliott, and then those were assembled and the best jokes were selected.
EDIT: It looks like writing was mostly complete by June of 2016:
"We're getting close to finishing the first pass on all fourteen scripts for the new season. As soon as we get those finished up, I think I'll be able to tell you a little bit more about our process, and what it's been like writing with the new team. Elliott has been doing a great job so far, so don't worry about him. And just in case you're wondering... these new movies are really cheesy, which means it’s going to be great"
And writing seemed to have started in April 2016:
"WRITING: Our first round of writers have started work on the first few episodes, and I'm really happy with how things are going so far. While our writers are riffing, I've been working with our head writer to start planning the sketches and story beats for the first five movies. It's a lot of moving parts, especially since most of our writers work from home, but it's going good. Over the next few weeks, we'll start to get a real idea of how the MST writing process will work this time around, and then it'll be easier to get a sense of the next six months."

The complete radio silence from Joel and Grant's recent plea to Netflix on Twitter leads me to think that Netflix probably isn't returning their calls, so-to-speak. They aren't negotiating with Netflix because Netflix didn't see what they wanted to see when Season 11 went live.
This could also mean that they're negotiating with another entity, but honestly, I don't know who would want a show that couldn't work on Netflix, if that's what happened.
My best guess at this point is that either: A. They get picked up by a smaller cable channel. Like Pop or FXX or IFC. Or... B. In a few months, Joel will announce a smaller Kickstarter for 3ish direct-to-DVD/Shout streaming episodes.

Grant's tweet basically smashes to pieces any theories that Netflix is just working out the finer details of Season 12 with Joel and Co. before making the renewal announcement. In fact like you said, it appears Netflix hasn't been in any discussion whatsoever about possibly renewing the show. This does not look good and I highly doubt we will see any more new episodes on Netflix. Oh well, I'd love to be proven wrong on this. Only time will tell.

I don't know. Netflix was selling MST3K-themed marijuana over the summer, and I think they did some promos with Jonah and the Bots (even after the Stranger Things one). It really seemed like they were taking MST3K under their wing. Maybe things have gone south since then, but I can't believe they were unhappy with Season 11 at the outset. On the contrary, they seemed quite proud of it.

Also, I just checked, and out of the 6 shows featured in the Netflix marijuana packaging, 4 have been renewed (Wet Hot American Summer, the only one besides MST3k not to be renewed, premiered in August). So if we read the pot-leaves correctly, then MST3k has a good chance of being renewed too.

It seems like the show could always go low-budget again. It doesn't have to take millions to do the episodes. Build a small set in Shout Factory's building, and play up the low budgetted-ness of it again. Get some actors that aren't in high-demand in the nerd-culture arena.
My guess as to why Netflix is dragging their feet is they looked at the analytics of each episode and saw that most people watched 30-40 minutes and then dropped off, never to return. It's a commitment to watch an entire episode. I think Rifftrax figured this out years ago.

It seems like the show could always go low-budget again. It doesn't have to take millions to do the episodes. Build a small set in Shout Factory's building, and play up the low budgetted-ness of it again. Get some actors that aren't in high-demand in the nerd-culture arena. While that would certainly help costs a bit, it's not a cure-all. The majority of the money they use goes to the film rights and unless they want to do nothing but cruddy old prints of public domain films, that's the major sticking point. They don't need to build a small set at the moment- the current one is still up so far as I know.
