I was thinking you guys meant the 70s Captain America TV movies with Reb Brown ( Space Mutiny ) as Cap.

I would not be against either. And Shout distributed the TV movies on DVD (as well as the Dr. Strange TV movie) and the 90's flick on blu-ray, so they have their foot in the door for all three. They'd just have to convince either Universal and/or MGM to go that one extra mile (MGM having already licensed films for season 12, and with an HD master at the ready the 90's film is more likely).
If Shout and Joel had the business savvy, they could use one of these movies as a slight tap in to this year's fever for Avengers: Infinity War and next year's Avengers 4.

Any one heard anything about the new season’s cast?
I’m watching 2 Dope Queens on HBO, and Barron Vaughn is on, and as he was being introduced, there was no mention of MST among his various ongoing projects.
Probably reading too much into it, but it seemed peculiar.

I think you might be looking too much into it. Baron Vaughn has a lot of other projects going on that are arguably more mainstream than MST3K, so the producers of the show might have not thought to include it. His Twitter background is the many moods of Tom Servo. Of course, I might be reading too much into that.

Yeah, with that many projects to do, I’d expect Baron to prioritize certain projects for promotion. MST3K season 11 is 10 months old at this point and there’s no release date announced for season 12. Similarly, if Patton is on a talk show, I’d expect him to talk about AP Bio at this point rather than his role as Max.

would love to see an episode of just Public Domain shorts (and maybe one of Films). that way they can try to save some money in order to get a movie that might cost a lot to get.

Since print quality seems to be a sticking point with Joel these days, can we assume that most public domain films are, by definition, in less than HD quality shape? Or are there fan-sourced projects out there focused on restoring old movies that are no longer under copyright?

shockwaves.libsyn.com/episode-89Jonah Ray was just in Blumhouse's "Shock Waves" podcast, and while I haven't listened to it myself, someone's comments I read about it got my attention: If true, that's kind of disappointing. I always really liked how they could find some really obscure cheesy films to riff (a la Cry Wilderness and Carnival Magic and the like), so it might be a step down if they're just gonna focus on more well known titles for this next season.

Movie selection is paramount. If you can't riff on the movies that make for the best episodes, what's the effing point? Look to the old show for a good example of this. When they had the opportunity to riff Marooned aka Space Travelers, they jumped on it because of the big-name stars. It turned out to be a bad episode and generally regarded as a mistake by BBI. It sounds like an even worse situation than they were in with the Scifi Channel demanding only Sci-Fi movies. That was a whole genre they could pick from. This looks like it's just specific movies to do which is entirely limiting and disheartening.

In the podcast itself, he clarifies things a bit more, saying that for every "big" one, they have to do a couple of smaller ones because of costs. The two suggestions that Jonah made that he named are Maximum Overdrive (because we're in the middle of a Stephen King revival, but the rights are too expensive) and Geteven (actually Get Even, but Shout! said it was too bad for the show).
