It's Frank! Just look at his hair! He always said something cool, too. And the bits he played along with always make me laugh.
"Forceps, Frank, pain."
"I don't care I want my money!"
"The box! Frank."
"The box! OK, geees."
and I loved him at the beginning of Cave Dwellers, and Pod People. Lots more. And acting with Morissey was a hoot.
My number one reason boils down to this: The hair! I wish I had hair like that!

I'm inclined to agree and go with Crow. Joel and Frank run a close second for me, excluding Joel's barbies...

Joel is #1, I just thought he was really funny without trying too hard. I enjoy his dazed and confused quality, so I like him bestest.
Servo has a beautiful singing voice, I especially like the Rosdower song he sings at the end of Final Sacrifice. I put him second.
Crow is so gangly, and he reminds me of a spider (sorry, Mary, I know you think he's hot) he's third.
And Frank is number 4, I just thought he was the nicest of all the mad scientist people and their helpers...and he was in all these funny things like ice dancing in Eegah, he had to swallow some hard pills in the Unearthly, and he sang a rock version of the Ave Maria in Pod People!

I bet he acts sensative to get chicks, pretty smooth. (note: I don't not support conning women to do stuff with them, I do support being a bumbling loser, getting rejected constantly, and staying up in the middle of the night and talk about that)

If by "cool" you mean the most likely to walk out of a bar with someone on their arm, I'd have to say Mike. But if you mean generally cool in that "hip" kind of "seen it" and "done it" and "unshakeable" (looking for more things to put in quotes) kind of way, it simply MUST be Frank.
Anyone who can maintain dignity and composure while trying to sing The Man in My Little Girl's Life is solid.
But Joel is a close second, indeed.

I go with TV's Frank. Why? BIG HAIR, and not just occasionally for a laugh. Although we've never seen it, tucked away in Deep 13's basement garage is the coolest two toned red and white 57' Chevy two door with gleaming chrome, red and white tuck and roll upolstred seats, Blaupunkt sound system, Thrush pipes and a small Mystery Science Theater 3000 fuzzy ball hanging from the rear view mirror. That would be Frank's car, Dude!
