Amadeus had almost nothing to do with reality. But Peter Shaffer (who wrote it) only vaguely wanted it to be close to history.
So biopics can come in a number of different sub-genres: Loose = take a general historical situation and turn it into a good story Character = play fast and loose with the exact facts so that you can recreate a personality Historical = Actually trying to be accurate
and probably a few others
