How old?
Phineas and Ferb is incredibly well written and just plain funny. The Backyardigans is great for preschoolers - characters little guys love, catchy songs. LeapFrog puts out some really good educational DVDs for letters and numbers. Both of my boys really learned their sounds faster from those than all the ABC books I read them.
But, really, Teletubbies is the greatet masterpiece. A triumph of the human spirit.

This is a weird question to ask me, because my favorite "children's" shows throughout my life (up 'till today) seem to be aimed at everyone and are merely acceptable for kids, from the classic theatrical cartoons from the golden age of animation to shows from every decade, like Rocky and Bullwinkle and Freakazoid!
I watched Tex Avery's Red Hot Riding Hood the other day and my jaw dropped (not unlike the wolf). I watched something this sexual as a 6 year old!
My favorite current show aimed at kids has become perhaps my favorite show on all of TV at the moment: Adventure Time, which has a huge older fanbase (as the army of fans dressed as character from the show at this year's Comic Con can attest).

Phineas and Ferb/ Adventure Time connection:
Olivia Olson is a regular on both, playing Vanessa Doofenshmirtz on P&F and Marceline the Vampire Queen in AT.
In the AT episode "It Came From the Nightosphere" we meet Marceline's Dad, who is the embodiment of evil and has a disturbing character design that frankly I wonder how got past the censors. Anyway, he's voiced by Olivia's real life dad Martin Olson.
Martin Olson is (among other things) a writer, story editor, and songwriter for Phineas and Ferb!
