I bet he means downloading the episodes, putting them on a USB thumb drive, then connecting it to your PS4 or other player and watching them that way.

A flash drive is external. One of these... Granted I don't have a PS4, but my Wii U has a USB port that can hold one of these. Like this... I'd be shocked and appalled if a PS4 doesn't have one.

They're easy to come by and you can buy a good sized thumb drive for pretty cheap nowadays. The more gigabytes the better.

Just about anywhere with an electronics center carries them. I get mine from Walmart all the time.
It would probably be more helpful if you had someone savvy with them on your end though. If you know anybody they could probably teach you how to properly upload on them. Most of the time I just use them for word documents personally, though I recently bought one to transfer the recently released KTMAs on.

The cost depends on how much they hold, but hey can run about $20 or less. If you get one with a big enough GB storage, you could probably fit the whole season on one in HD.
Edit: Come to think of it, if you want my advice and you want to see the new episodes when they're released for free you could sign up for Netflix's first month free trial. You are under no obligation to continue past that month and can cancel it when you're done with it, and if you have a PS4 streaming it directly to your TV without a external middle man like a flash drive would be easy because a PS4 has the app built into it. All you need to do is sign up online, plant the code the app gives you on the webpage it shows you, and you're ready to roll. You could check out the series and anything else you might be curious about at no cost, and you will only continue if you choose to (but remember to cancel your subscription before the 30 days are up).
I did that with the first season of Daredevil and it worked out just fine.
