What I know- The Bonehead logo thing was on New Frank's sleeve in the photo released yesterday. This particular pic was posted on imgur and linked to Reddit by "TiVo's Frank" a full 17 days ago.
EDIT: the photo was originally posted to Twitter by @pocketthunder, who I assume made a set visit

Pockett Thunder is Zach Thompson, who I guess is playing Bonehead since that's what the chair says. He probably had permission to tease the character. I'm guessing he's going to be like a higher-level boss to the Mads.

My gut says one-off movie-centric character.

Someone says what move they're from in the 'Trailer' thread. Has anyone seen it? Are they henchmen for a mad scientist on the moon in the movie they're from? My guess is new henchmen, but background henchmen just like Jerry and Sylvia weren't really characters, just extras down in Deep 13, these guys will be extras around moon base 13 or whatever it's called.

My instinct says henchman headgear. Gerry and Sylvia have already been mentioned, and just like Gerry and Sylvia this piece of head gear obscures the face so that, theoretically, multiple people could play the character.
Also... this isn't exactly the Sherlock Holmes in me speaking so it probably means nothing, but mentioning a moon base in conjunction with the bones makes me think that those bones are positioned similar to how some classic sci-fi aliens might position antennae. I'm almost wondering if it's a kind of primitive "Caveman of the Moon" now.
The Law of Fan Speculation Reality, however, suggests that this might not be anything more than what we're seeing; which is to say, a character who, for whatever reason, has a bone (or two bones) stuck through their head.
