Even if a "scientist" is pretty much certifiably insane and their experiments make absolutely no sense they won't have any problem getting somewhat reasonably intelligent people to blindly follow them.

None of the countries in the world with satellite technology ever notice a rogue satellite with a man on board or any of the occasional alien ships that visit it. Perhaps they learned they should really just relax.

People can focus in on action going on dozens of miles away as if their eyes had built in telescopes (and if the action is going on in the air, buildings are no hindrance to one's sight lines).
