Because it's Castle of Fu Manchu. This movie is memorable only to the most diehard Fu Manchu fanatatics and to people who remember the worst movies MST3K did. How bad is it? The first 5 or 10 minutes are made up of nothing but old footage from other Fu Manchu movies and footage from the B&W Titanic movie "A Night To Remember" spliced together in order to represent Fu Manchu using his doomsday machine to sink a ship. And this is the only time in the movie where I knew what was happening. The plot can best be summed up as a collage of guys who we're not sure who they are or where they are doing something for an unknown reason. In Istanbul. And then Fu Manchu's castle blows up. At the end Fu Manchu says he'll be back, but this thing single handedly killed off the Fu Manchu franchise for quite a while. Anyway, check it out. The DVD is really snazzy, interviews with the director and everything. Amazing. It's like a dog turd smothered in rich creamy chocolate.

It would be amazing if the director could speak in complete sentences.

Yeah, Foo Manchu has been around for a while. He's one of the founding fathers of 20th century supervillainy.
