i wonder if it could be a drive-in theater thing. it would make sense to have a message telling people to turn down their lights at a drive-in when the movie starts because they might have left their lights on and forgotten. kinda like the 60s-70s version of "turn off your cell phones." but if you're dealing with a print of a movie that's likely to show at drive-ins AND regular indoor theaters you'd want "where applicable" because obviously in a regular theater telling people to "turn down their lights" makes so sense. and with joel having his whole 60s retro thing i'm sure he's big on drive-ins.
i've actually never been to a drive-in and have no evidence at all for this theory. it's just wild conjecture.

Just checked my copy. My memory failed me....it actually doesn't have any kind of slate before it: no "turn down the light" and no "reel one". So the question is...can someone turn up a screenshot of the "reel one" slate for CITY LIMITS? I've never seen it.
