Sadly, there is an explanation for the walking house in Jack Frost. The character of the wierd old witch is a very well known figure in Russian Lit, Baba Yaga. She lived in a walking house with chicken legs, and flew around causing mischief in a giant ladle. (Remember when she flies in to enlist the incompetent theives? That's a ladle she's sitting in.) In Soviet Russia, Bizarre elements of film make SENSE! Doesn't make it any less weird.

But if you were Russian (or Finnish, for all I know) it wouldn't be a WTF moment, because you'd understand what and who she was. Santa Claus and Santa Claus Vs. The Martians are full of WTFfery galore, but not because we don't know who Santa is. We laugh at the way the film uses the well known and understood figure of Santa, not at that whackadoodle in the wild red outfit who really, really likes children and elves.

I only count it as a WTF moment if it is the movie makers fault. If the movie was badly edited after it left the movie makers hand, like the teleportation scene, I don't count it. I also don't count weird story lines in foreign films because it may be caused by a bad translation or be based on a fairy tail that everyone in that country knows.
My choices are: The Hitler building because they really should have looked at the stock footage beforehand. There was no monster. The thermometer scene in one of the Coleman Francis movies. The whole opening scene of yucca flats.

Though the original choices were great, I have yet another one to add. When, in Gamera v. Barugon when the chick gets on her knees, leans forward, and sucks our hero's....blood! Ack/WTF? (Forgive me if I'm insulting your love life.)

Had to go with the Icky Elf teleportation. Also loved "there was no monster" and the first time time they see a glimpse of Cecil Fielder in "Prince of Space". Crow just goes crazy.
How about the "5-pound potty" line from the Home Economcs short?

Many solid examples are mentioned above, but truly what MST3K movie doesn't have at least one WTF moment? The stingers at the end, for example, cover some of the better ones.
My login moniker is Harcourt, that is the bowler hat guy at the end of Deadly Bees, one of the choices. If this post is WTF, blame it on him. He, like this post, showed up late. Actually I think he was in an early scene, but he didn't stand out.
I voted the Hitler Building. To start with why did that building ever exist? Secondly, Neptune Men was released in 1961, so apparently we see an alternate reality where Hitler was in charge - maybe we should be on the Neptune Men's side!?! Except that they attack by repetitive stock footage clips. Don't freak out - I know Neptune Men was fake and Hitler was real.
I didn't see this mentioned - when the Prince of Space movie suddenly changes to an odd looking giant on a some alien planet. One of the bots says 'now this movie's getting weird.'
Rocket Attack USA has the "Extra, Extra" newsboy.
Simon Says: Pretend you are the director, sorry about this, but just pretend. Your two main characters are in a bar looking for love in each others' eyes in a classic profile shot with a gap between them. They know that the USA will be overrun by commies, and as they bond, a newsboy shows up in that same bar in that gap in the background to tell them what they already know. Our protagonists never move. Stop being the director.
Simon didn't say so. It gets worse. Now you are an actor/director. You are Coleman Cardoza - You start shooting initial photography but the script is rambling about being at an airport in the southwest. You decide it could be Cuba, maybe. Luckily you know Tor Johnson, who is a Russian agent that loves bunnies and coffee. There is a well to shove some unlucky character down after they were shot by Castro, Cherokee Jack dances with all your friends. Happily ever after. The End. Simon says "Time for go to bed".

When John Banner says Poopie when he should have said Bobby in Crash of the Moons.
"Help me".....Rocket Attack USA.
"Flag on the moon".....Yucca Flats, I still don't get it.
Jungle Goddess: One scene has the 2 guys and the girl bedding down for the night in the jungle. The very next scene, it's suddenly morning and the 2 guys are slugging the hell out of each other. Something's missing there.

The Hitler building. That's stuill the one I had the biggest "WTF?!?!!" reaction to, and so does everyone else I know who watches the show. Definitely a lot of good ones posted in this thread!

Some WTF moments are sort-of intentional -- they're meant to be jolly good fun, but they ruin the flick for me anyway.
In this connection I cite Gamera playing his theme song like a xylophone on the back of his opponent.
