As for meanest of the mean, all these are great, but I vote for Betty from High School Big Shot. She really was a soulless sociopath who had no trouble leading men on, even urging one to kill another, while all the time keeping her eye on nothing but that sweet, sweet cash. I found her creepy because she was so damn plausible. I have no problem believing there's plenty of Bettys in the world. I may have been imagining things, but I always felt there was a moment in the middle of the movie where Betty actually wanted to stick together with Marv. She liked him and was warming up to the idea of having a real relationship with him, but then at some point she understood that she would ultimately never be happy with him and the life he offered, even seeming to recognize that that realization didn't speak well of her. Then she went all bad and things went to hell. I mean, there had to be something that Marv saw in her that drew him to her beyond the fact that she was hot and sleazy, right? Anyway, I'll choose Onodera from Gamera vs. Barugon. He betrays and tries to murder all of his friends due to his greed. He kills a crippled man and a woman (!) with his bare hands in a brutal scene. And when he finds out about the plan to use a diamond to kill Barugon, promptly ruins the plan by attempting to steal the diamond. Barugon is destroying all of Osaka, and Onodera decides he must have the diamond even if it means that his country is destroyed. He was a liar, a murderer, a betrayer, a criminal, and he had foot fungus. What more do you need?

I think an honorable mention should go to The Brute Man. He had a touch of "misunderstood Frankenstein's monster" going for him, but he's worth mentioning. (Another honorable mention to the old cranky guy. "God is dead? GOOD!")
What about that critic from Merlin's Shop of Mystical Wonders? He wasn't a "villain" per se, but he was completely antagonistic in addition to being mean and nasty in about every way that counts short of actual villainy.

Yuri from Werewolf is also pretty bad; Crow's "I'LL KILL YOUR WHOLE FAMILY!" joke isn't far off the mark. Fortunately Yuri's incompetence mitigates his evilness somewhat. I completely agree, Yuri makes my skin crawl. I hate how he starts fights with everyone around him over vague and seemingly minor offenses. Him knocking out the honking security guard just to turn him into a werewolf and make him crash into those oil barrels in the middle of the street was particularly underhanded and loathsome. I'd like to add the girl from Kitten With a Whip to the list of evil characters, she was a liar and a nut, though in her defense, 99.9% of all the harm she caused was John Forsythe's fault, who had ample opportunity to get away from her. Still, watching her in that movie makes me very uncomfortable, especially when her jerk friends show up.

Ro-Man Extension XJ-2 did kill all but 4 people on Earth, and then died while strangling a child. Hard to argue with that. The first time I saw this movie was without riffing, and I was shocked that a 50's scifi movie, that had seemed to be targeted at kids started killing off children.

Jesse the Body guy from The Final Sacrifice. He was quite mean. I mean the way he tried to torch Rowsdower and tie up Troy and such.... well actually he was quite nice.
In that case I'm going with the Fatman from Overdrawn at the memory bank. Him and his sitting... and eating... and... sausages?

The ruthless KGB agents in Beast of Yucca Flats were pretty uh ruthless and responsible for turning Tor Johnson into a beast; causing all the trouble that happened afterwards. At least they were nice enough to give Tor's bodyguard a chance to reload his gun before shooting him. I can't imagine the trigger happy deputy in the plane doing that.

The worst of it was his acting was awful. I mean who would do such a thing to poor Mickey? Then that EVIL way he held the skull up to his cheek!

Tropp in Untamed Youth was pretty horrendous. His treatment of the kids is pretty reprehensible by itself, but then he brings one of the girls to the house to be the "housekeeper", like he was fooling anyone about the real reason. His actions also led to the death of Baby and her baby. Sounds pretty mean to me.
