Since the latest set was all-Mike, it's starting to seem a bit whittled down. Probably the safe bets are:
The Amazing Transparent Man Quest of the Delta Knights
Everything else is pretty much a headscratcher. Paramount is the most likely nut to crack, so maybe I'll fill it out with:
Fire Maidens from Outer Space Girls' Town
With the following set being filled out with:
The Deadly Bees The Space Children Diabolik
But all eyes are on that one studio as far as classic MST's future is concerned (unless Mrs. Nicholson has a change of heart). Until then, it seems like new episodes on DVD is going to halt right when the new season gets off the ground. How's THAT for planning?
I still thing Shout would be wise to lump up the old singles and sell them as volumes, so I think we still have another two more sets made up of:
The Crawling Hand The Hellcats Eegah I Accuse My Parents The Wild, Wild World of Batwoman Beginning of the End Red Zone Cuba
And maybe Manos, though that two disc they released is hard to beat.

From the sounds of it, they're definitely coming to the end of the road. My best bet is they're gonna go after Paramount and try and get whatever episodes they can get their hands on.
So, my personal bet is....
Fire Maidens from Outer Space Girls Town The Amazing Transparent Man and possibly Quest of the Delta Knights.

623 The Amazing Transparent Man 913 Quest of the Delta Knights and 2 singles from either earlier Rhino or Shout releases - probably Joel episodes. Anything with Paramount themselves Olive who has Paramount titles, or Susan Hart will be very difficult , who knows what will happen between now and the next volume. We could get a double feature series

Leaving the 5 Hart films for XL, and the remaining 4 sans Godzilla for XLI (I think Diabolik should be in the last set). Then a possible 2 pack of 212/213 when Toho finally submits. At least that gives us 2 more Joel/Mike sets.
One can hope.

The way I see it there's a few strategies here that Shout could take:
RE-PURPOSING SINGLES: Get those single releases that were never released as part of a volume set and tack them on to current volumes.
HOLD-OFF ON VOLUMES: Just don't release new ones until episodes become easier to come by.
MAKE THE VOLUMES TWO-EPISODES: That way they can just do a volume with the two easy-to-get episodes to buy time for the next set.
OPEN THE KTMA VAULTS: Maybe the KTMA bonus disc is a signal of things to come? My guess is they MIGHT pad sets with KTMA episodes while explaining their intent to ONLY include exceptional episodes from the KTMA era. Maybe the next set will have one to gauge fan interest/reactions?
INCLUDE SEASON 11: It's clear that Kickstarter promised a full season set, sure. But that doesn't mean they can't include Season 11 just to keep the volume train going. Fans wouldn't like this, I'm guessing.
...or any combination of those ideas. Maybe the next volume will include a single and a KTMA. Maybe A Season 11 episode will be included a bonus disc to get old fans on board with the new incarnation? Maybe we'll all be in a death camp because Trump never cared for this show or it's fans? Only time will tell. I'm excited to find out.

MY PROJECTION FOR ALL FUTURE VOLUME SETS:
This projection does not forecast for season 12, nor the demise of the DVD format, America, or Earth. It also does not take into account the likelihood of any individual KTMA episode. Swallow with as much salt as you can humanly stomach. I consider this to be a fun exercise in what MIGHT happen. I don't have much confidence in being right about most of this! Just a fun thought experiment!

This is an anniversary set, celebrating the 30-year anniversary of the KTMA debut. As such it includes episodes K01 & K02. It also sets a precedent: KTMA episodes are now included on the volume sets with two episodes per disc. Also they move some major mountains to get Wade Williams to say yes, but this is an important set.
Volume 41 (early 2019)
K03 - Star Force: Fugitive Alien 2/K12 - Fugitive Alien 106 - The Crawling Hand 321 - Santa Claus Conquers the Martians 507 - I Accuse My Parents
With this volume they continue with previously-unseen KTMA episodes and start folding the singles into the volumes.
Volume 42 (late 2019)

Attack of the Eye Creature's murky status softens, which is a portent of things to come...

Susan's Hart grew three sizes this year. This causes her heart to explode and she passes on. Her estate releases the rights. Deadly Bees also becomes available.

They resort to two KTMA discs for this volume as they lurch to the end...

Either this, or Godzilla is simply a lost cause and they do an all-KTMA box set. Perhaps they get Toho to agree as long as they rename the episodes on the box ala Operation Kid Brother.
Volume 21 rerelease (late 2021)
GAMERA VS. MST3K VS. KTMA
The Gamera box is reissued, but with the KTMA shows added as extras.
