We've all argued about who is the worst, but who was the best?
Mine would be Bert I. Gordon. His movies might be crappy, but I felt that his directing showed emotions better than most.

Edgar Ulmer who did "Amazing Transparent Man" wasn't a bad director, his best work was the Black Cat.

Hands down, Aleksandr Ptushko.
His subject matter might have been strange, but he was actually a good director. In the Amazing Colossal Episode Guide, they make note of how beautifully shot and well-made his movies are, goofy though they might be.

Hands down, Aleksandr Ptushko. Howard Johnson is right! Uh, I mean, great pick sampo, I love those movies. I'm surprised no one has said John Sturges of "Space Travelers" fame. Tho personally I've never been a big fan of his movies (yeah, I know "Magnificent 7"", but he had a great template to work with and to me, it doesn't come close to Kurosawa's original). Still, he was the highest profile director MST ever riffed on.

I have to go with Mr. B.I.G. too. His movies all have a definite arc and characters I like. He got decent actors to fill his movies and they're just a lot of fun. I don't think he was trying to make anything more than he did. Ptushko's films may be interesting, but they're just so freaking goofy!
