Ooh! I got it. All eps except The Killer Shrews had characters who would return in later episodes.

Valeria returned in #201 - Rocketship X-M. Col. Glenn Manning returned in #319 - War of the Colossal Beast. Mr. B Natural returned in #701 - Night of the Bloodbeast (Turkey Day version.) Torgo returned several times, in Operation: Double 007, Village of the Giants, San Francisco International, Danger!! Death Ray and Sampson vs. the Vampire women. Jan in the Pan returned in #614 San Fransciso International. Pitch returned in #818 - Devil Doll Ortega reutrned in #822 - Overdrawn at the Memory Bank and #903 - The Puma Man. The Phantom of Krankor returned in #819 - Invasion of the Neptune Men.
No character from The Killer Shrews or Junior Rodeo Daredevils ever appeared again.
