I don't know about "best" film, but "The Matrix" is my favorite of the year. I was expecting to dislike or at least be neutral towards it, but I ended up liking it a lot.

I voted for "Fight Club" as well....definitely my favorite of that year.
Others from '99 that I thoroughly enjoyed in no particular order:
The Matrix......pretty innovative and a cool story, too bad the other 2 didn't live up to this one
The Sixth Sense......still one of the better endings in film
Being John Malkovich...just a clever funny movie with 2 favorite actors (Malk and Cusack)
Three Kings.....a movie I enjoyed more that I thought I would
Galaxy Quest....an fun and excellent sci-fi geek satire
Star Wars Episode I: The Phantom Menace.....yes I am in the minority that enjoyed this overall...not that I didn't have problems with it but I did enjoy it and would watch it before EVER watching any of the following.....my worst of '99 in no particular order and for so many reasons on so many different levels I cannot begin to go into them here.......
American Beauty The Insider Cider House Rules Eyes Wide Shut....sorry to all you Kubrick fans but this movie....wow I could not believe how much I could not get into or through this movie

For me, it would have to be Being John Malkovich because it not only made me laugh (the office was on half-of a floor) and it made me ponder (what if there was a way to enter the mind of John Malkovich?)...

Princess Mononoke (american release: 1999)- One of my favorite films ever made. Please don't categorize me as an anime fan. My anime fan friends do that enough already. I just don't descriminate when it comes to animation, and I flapjacksing love animation.
