I'm gonna take a stab and say it may be because your 18. You may "get" the cultural references but you didn't live them.

I considered that. Don once told me that he liked Joel more than Mike becuase he knew what it was like to be a little kid on a rainy day without video games, and he remembers stuff like old toys that were cool, and outlawed (like Creeple People) and stuff like that. I guess that is my problem with season 4. Kids, what are you gonna do!

I don't know, it's odd, I've always considered Season 4 as my fav. A lot of it has to do with the serious pop-culture references the Phantom spoke of, but, the host segments are really appealing and the riffs just come fast and furious. And the movies, especially the Herc ones, are funny as hell.
Just one man's opinion though,

I'm 21 Forrest and know exactly what you mean. I find season 4 an oddity, the way I'd describe is consistant. It's okay. It never reaches the dizzying heights of other seasons nor does it reach the lows of those seasons either.
I don't chalk it up to the writing or Joel or pop culture references. I chalk it up to the movies. Bottom line, few of the movies are FUN the way the Japanese experiments of season 3 are, or the goofiness of later seasons episodes. So many of the films are bland black & white middle of the road films that I wouldn't dare watch without Joel and the bots. There are some gems, like you said, the final episodes of the season, and Attack of THE THE Eye Creatures, but I'm with you.
Season Four's weakness is it's generalness. It's the best show on television on auto-pilot. Still good, but...

So far, there only one A+ episode (Day the Earth Froze). There's a couple of A's including Mano's and Monster A-Go-Go that I enjoy a lot. And a whole bunch of B to B+ episodes.
Now compare that to Season 5 which kills me, I give more A grades in that season than any other. So I look at 4 as a very solid, very funny but not a lot of explosive A grade episodes.
So what's the difference. It can't just be age because I'm in my 40's.
Take Magic Sword, which I love and have a B+ too.
You have the pop riffs: "I am furious yellow!" - Joel (references a once scandlous film called "I am Curious, Yellow) "Have Breakfast with meeee!" - Joel (which references an old "King Vitaman" cereal commercial)
You get the punchlines: Sir Branton- "Mount your horses gentlemen!" Crow- "Were not that lonely!"
Observational riffs: "Why does the most evil man in the world live in a Stuckies?" - Servo
And just plain silly: "I know he's French, but her!" - Crow (after Frechy kisses the crone)
So all the elements are there, nothing that should limit your enjoyment. So why doesn't season 4 strike my funnybone (or yours) as hard as other seasons do? For me Magic Sword defines it all, there are good joke but I don't laugh as hard or as often as I did with Sinbad or Eegah or Santa Clase or I Accuse My Parents and on and on...

Season Four is oen of my favorite seasons. I didn't feel the rifs were over-scripted so much as they were fast and furious and well-timed. I felt they were hitting their stride at this point.
Indestructible Man, Bride of the Monster, The Day the Earth Froze, Manos - all favorites, and I'm missing three - Monster-a-go-go, Crash of the Moons, and The Rebel Set, but they're on my list of the next ones I buy.
Space Traveler and Fire Maidens From Outer Space are my most disliked of that season - all the rest are really funny to me though.
