I think the best special effects go to the Sword and the Dragon, goofy, but great stuff. Worst? Hmmmm ... could it be .... dare I say it?..... Torgo's knees!

I think the worst was in Phantom Planet. I lovr how you could see the strings on the ships and the flame from the propulsion was a peice of paper they could attach and detach. The best, hmmmm, I HAD to to pick, I would say Space Mutiny. Crappy, but a very good attempt.

best: day the earth froze- c'mon!!! the guy pounds out a horse right in front of your eyes!!!!
worst: so many to choose, but i gotta go with my gut: the awkward rear-projected mess that is Puma Man. silly effects even when he's not flying-someone mentioned this in an earlier thread, but you can see the cut-out when he walks through a wall-sheeesh!!

Best effects: The Day the Earth Froze Worst effects: Attack of the the Eye Creatures*
* There are likely worse effects (102,107, 311, 317, 421....) but I just love this episode.

Worst: Robot Holocaust. So many poor people must have lost their hands that episode...oh, and the gigantic spider leg they wiggled around. Oh, and don't forget "Carl"! Though Teenagers From Outer Space and the *ahem* Gargon effects come close, but at least they had the crutch that special effects technology back then was hardly what it was in the 80's.
Best: Technically Space Mutiny, but all the good effects were all ripped from a show with a higher budget than probably ALL of Space Mutiny. Notice whenever they use their OWN effects, the footage isn't too good. Not the worst, but still not good. But still, sadly, better than the rest.
Think we should throw make-up in too? While not techinically a special effect, make-up can be pretty bad too. I'll toss in Werewolf for my worst pick. Squirm gets the best - Roger's worm-eaten face still gives me shivers when I see that one.

Best: Moon Zero Two. The outer space scenes don't totally suck, and the moon rovers are pretty cool.
Worst: Any of the Commando Cody shorts.
