Do you mean browse/post through a web portal? Just go to Google, or any number of sites that will allow web-based posting. groups.google.com/Otherwise your ISP should have a usenet server for browsing and posting. Outlook Express is fine for general use. If you want to post/download binaries, I suggest Xnews.

You can use Outlook Express if you have your own ISP. You need an internet service provider (such as Earthlink, AOL, Comcast) to even get to Yahoo in the first place.
Ask your ISP for the server name. In Outlook Express, go to tools -accounts - news and enter the name of your server.
If you are accessing Yahoo! from a public terminal or library, go to a web-based news portal such as google.
